Nat’l Planning Commission Meeting: SAC Chairman PM addressed the meeting

The National Planning Commission (NPC) Meeting (1/2025) was held this morning at the meeting hall of the Office of the Chairman of the State Administration Council (SAC) in Nay Pyi Taw on March 24.

The meeting was attended by the Chairman of National Planning Commission and Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing, who delivered the opening address. 

In his address, the SAC Chairman Prime Minister stated that today’s meeting would discuss and approve the National Planning Law for the 2025-2026 fiscal year, in coordination with Union Ministers, the Auditor General of the Union, the Chairman of the Nay Pyi Taw Council, and Chief Ministers of Regions and States.

He emphasized the need to strengthen institutional frameworks to effectively implement the country’s key economic projects.  He noted that acts of sabotage have damaged critical infrastructure—such as roads, bridges, power transmission towers, power plants, schools, and hospitals hindering development in unstable regions.

Despite these challenges, the government continues to provide necessary support to foster a favorable economic environment etc.  Following this, NPC Vice Chairman and SAC Vice Chairman Deputy Prime Minister Vice Senior General Soe Win, delivered the remarks.

He reported that, excluding the energy, mining, and electricity sectors, most economic sectors are expected to show growth by the end of the current fiscal year. Preliminary estimates indicate a 2.9% economic growth rate compared to the same period last year.

For the 2025-2026 fiscal year, based on current implementation progress and budget proposals from the Union Ministries and Regions and States Governments, GDP growth is projected at 3%, with a total estimated value of 171,498.1 billion kyats.

Additionally, per capita production and service value is expected to exceed 3.3 million kyats, based on a projected population of 51.3 million (using preliminary census data from the 2024 Population and Housing Census).

Next, NPC Vice Chairman Deputy Prime Minister and Union Minister for Planning and Finance U Win Shein presented a review of the 2024-2025 National Plan implementation status and a draft of the 2025-2026 National Plan. Deputy Minister for Planning and Finance Daw Than Than Lin, Secretary of the National Planning Commission, then explained the draft National Planning Law for the 2025-2026 fiscal year.

Union Ministers also provided updates on their respective sectors’ budget allocations and implementation progress for the fiscal year. After concluding discussions and supplementary remarks by the Prime Minister, the meeting was concluded.
