Statement No. 2/2026: MNHRC on amnesty and case closures

Myanmar National Human Rights Commission issued a Statement No. 2/2026 on Monday.

It stated that the Acting President of the Republic of the Union of Myanmar, in commemoration of the Full Moon Day of Tabaung and Peasants’ Day, and with the aims of bringing peace of mind to the people, upholding humanitarian values, and demonstrating the State’s goodwill and benevolence, has granted a remission of one-sixth of the remaining sentences to prisoners serving terms in various prisons/jails/camps, as well as a commutation of the remaining sentences and amnesty has been granted to 2,825 prisoners; a commutation of the remaining sentences and amnesty to 10 foreign prisoners, who will subsequently be deported; and a commutation of the remaining sentences and amnesty has been granted to 7,337 prisoners serving terms in various prisons/jails/camps for offenses committed under Sections 50(j) and 52(a) of the Counter-Terrorism Law.

Likewise, proceedings have been concluded for 9,532 cases pending in courts against 12,487 individuals who have been charged under Sections 50(j) and 52(a) of the Counter-Terrorism Law, and/or under Section 512 of the Code of Criminal Procedure for absconding in relation to such offenses, resulting in the discharge of all accused persons.

The consequence of these actions will greatly contribute to domestic unity and peace processes, and is also serve as a constructive action for the development of the country’s human resources. Furthermore, granting amnesty to foreign prisoners is an action that promotes the principle of peaceful coexistence among nations and will also enhance cooperation with the international community.

The Commission shares in the joy and happiness with the respective family members, as those who have been granted amnesty will have the opportunity to be reunited with their families, and the Commission expresses its hope that the Government will continue to undertake similar positive measures in the future.
