






The Acting President of the Republic of the Union of Myanmar Chairman of the State Security and Peace Council, Senior General Min Aung Hlaing, received a delegation led by Mr. Sergey Shoigu, Secretary of the Security Council of the Russian Federation, in the morning of February 3 at the Credential Hall of the Office of the National Defense and Security Council.
The Acting President opened the meeting by warmly welcoming Secretary Shoigu and his delegation. He highlighted that the 2025 Multiparty General Election was successfully conducted in three phases starting from December 28, 2025. The final list of elected representatives is being released today on (February 3).
Hluttaw sessions are scheduled to be convened in the third week of March. He noted that the Secretary’s visit is particularly significant as it coincides with the successful conclusion of the elections, and expressed confidence that the visit would further bolster bilateral ties.
Secretary Sergey Shoigu thanked the Acting President for the warm welcome and delivered a congratulatory message from H.E. Vladimir Putin, President of the Russian Federation. The Secretary noted that Russia officially recognizes Myanmar’s success in holding the elections despite various challenges.
The Russian Federation remains committed to increasing cooperation across all sectors between the two nations. The two leaders engaged in a friendly exchange of views on the observation that international monitors, including those from Russia, witnessed active public participation in what was characterized as a free and fair election.
Efforts by the Myanmar government to achieve domestic peace and stability. Reflection on the 80th Anniversary of the Victory in the Great Patriotic War (1941-1945); Russia expressed appreciation for the Myanmar Armed Forces' participation in the parade and noted their shared history in the struggle against fascism.
Strengthening ties in Cyber Security and Information Security. Discussing Myanmar's treatment of online scams as a national priority and exploring joint efforts to combat these crimes. Plans to increase cooperation in economy and trade, power generation, space technology development, and education. Following the discussion, the Acting President and the Russian Security Council Secretary exchanged commemorative gifts and took documentary photographs, it’s learnt.
