Civil Service Reform: Consultative Forum On The Policy Tools Development Held

The consultative forum on the policy tools development for implementation of Myanmar civil service reform (CSR) in 2019 was held at Thingaha Hotel in Nay Pyi Taw on Friday.

It was organized by Union Civil Service Board in cooperation with UNDP. The forum was conducted with four agendas and opening remarks were made by member of Union Civil Service Board U Saw Valentine and Country Representative of UNDP Mr. Gordon E.Johnson.

The aim of the forum is to strengthen the regulations that support all the government organizations and the service personnel when implementing the Civil Service Reform Strategic Action Plan - CSRSAP (2017-2020); better encourage the people’s participation which is the vision of CSRSAP and; emerge the reliable, ethical, merit-based, inclusive and responsive civil service sector in Myanmar that can have the people trust.

Permanent Secretary, Union Civil Service Board, Khin Maung Win said “The Civil Service Reform Strategic Action Plan was launched on 10th July, 2017 by the State Counsellor. Out of the tasks of the Action Plan, four tasks in 2019 and one task in 2020 are proposed to implement. Today, we will report the four tasks that have been done for this year, 2019 and participants are going to discuss three tasks out of four today. The three tasks are focused on First Myanmar Civil Service Competency Framework, First Myanmar Civil Service Performance Management System and New Performance Evaluation Form, and New Senior and Executive Leadership Development Scheme.”

The development of the plan has been led by the Union Civil Service Board and has been supported by UNDP. 

Members of Union Civil Service Board, the Permanent Secretaries and the Directors General from the Ministries and Government Organizations, the high-ranking officials from the Union-level Ministries/ Government Organizations and the Regional/State Governments, senior officials from the affiliated Departments and Institutes of the UCSB and the experts from local and abroad attended the forum.
