





Union Minister for Electricity and Energy U Ko Ko Lwin visited Russia to discuss enhanced energy cooperation between the two countries.
During his visit, Union Minister U Ko Ko Lwin led a delegation to meet with Mr Anton Kobyakov, Advisor to the President of Russia, where they explored technical support and expertise to accelerate Myanmar’s electricity and energy sector development under the new government.
The talks also focused on signing a Memorandum of Understanding to facilitate crude oil and petroleum product trade between the two nations. Later, the delegation met with Russian Energy Minister Mr Sergei Tsivilev. The discussions highlighted Myanmar’s aim to strengthen energy security and resilience while exploring opportunities to position the country as a regional energy hub.
Plans were discussed to deliver liquefied natural gas to Myanmar for onward supply to China and Thailand, along with investment projects in Myanmar’s coastal areas, including thermal power and oil refinery facilities at Thilawa port.
In the evening, Union Minister U Ko Ko Lwin met with Deputy Speaker of the Russian State Duma, Mr Sholban Kara-Ool, to advance bilateral energy collaboration and secure reliable channels for long-term supply of crude oil and petroleum products.
They also discussed potential financial support from Russia to accelerate major projects and confirmed plans to draft MoUs to formalize cooperation. The meetings underscore Myanmar’s strategic energy position in Southeast Asia and highlight growing trilateral cooperation between Myanmar, Russia, and China in the energy sector. Russia has reaffirmed its commitment to supporting Myanmar’s development and energy security.
