

The government is focused on maintaining state stability and the rule of law. Security forces have been working to identify and apprehend individuals who, driven by greed, have partnered with fugitives who support terrorism to engage in online financial fraud, illegal lotteries, and other unlawful businesses to provide funding to terrorists.
On September 10, 2025, security forces arrested Thidar Zaw, 31, and Phyo Min Soe, 35, both of whom worked at the San Htike Thi garment factory on 112th Street between 54th and 55th Streets in Chanmyathazi Township, Mandalay Region. Thidar Zaw is a Disloyal Civil Servant (DCS) from the Ministry of Education. Security forces also arrested Than Zaw Moe, 42, from house No. 5/58 on Karuna (5) Street in Kyusan Village, Mingaladon Township, Yangon Region.
Investigations into the arrested individuals revealed that they had posted on social media to disrupt state stability and incite unrest, and had encouraged civil servants to join the DCS movement. Thidar Zaw herself had become a DCS, leading to a lawsuit against her under Section 505(a) of the Penal Code.
The investigation also showed that they had illegally sent various types of clothing to Khaing Su Lwin, a DCS from the Ministry of Education who had fled abroad. They also bought illegal Thai lottery tickets that Khaing Su Lwin sold online. Furthermore, they allowed Khaing Su Lwin to use their mobile payment accounts for a fee to transfer money to terrorists, and they facilitated these transfers. It was found that Khaing Su Lwin, using the Facebook account "Khaing Su Lwin" and the TikTok account "khaingsu38cdm" since 2024, has been selling traditional Myanmar dresses, Shan dresses, and nightwear online without a license.
She worked with the DCS Thidar Zaw and used the money from these sales, as well as from the sale of illegal Thai lottery tickets, for her own personal use and to fund terrorist organizations. The government has issued orders to ensure that goods and services businesses comply with the law, including designating online sales as an essential service. The government has lost tax revenue from these illegal online sales, as the sellers operate without a registration certificate.
The arrested DCS employee Thidar Zaw, Phyo Min Soe, and Than Zaw Moe, who assisted in the financial transfers, are being prosecuted in accordance with the law. Similarly, investigations are underway to take effective legal action under the Counter-Terrorism Law against those who assist terrorist groups like the National Unity Government (NUG) and PDF by promoting their illegal sales on social media, buying their products, reselling items, and assisting with financial transfers.
