Nat’l Planning Commission: SAC Chairman addressed Nat’l Planning Comm. meeting

The Chairman of National Planning Commission Chairman of the State Administration Council Prime Minister Senior General Min AungHlaing delivered an address at the National Planning Commission Meeting (1/2023) held at the meeting hall of the office of the SAC Chairman in Nay Pyi Taw on 21st March.

Also present at the meeting were the Vice Chairman of National Planning Commission Vice Chairman of the State Administration Council Deputy Prime Minister Vice Senior General Soe Win, commission members, union ministers, union auditor general, chairman of union civil service board, governor of the central bank of Myanmar, chairman of Nay Pyi Taw Council and deputy ministers and the regions and states chief ministers, chairmen of self-administered division and zones through Video Conferencing. In his address, the Chairman of National Planning Commission Chairman of the State Administration Council Prime Minister Senior General Min AungHlaing said that after taking state responsibilities by the State Administration Council, the period of fiscal year was changed in October, 2021 and the 2022-2023 fiscal year national planning with the interval 6 months period was drawn and implemented.

In the implementation of 2022-2023 fiscal year national planning, it’s a planning to be implemented with the full fiscal year. During the 2020-2021 fiscal year from October, 2020 to September, 2021, the country’s economic growth plummeted to minus 5.9%. From such situation, the economic growth of the country rose up to 2.4% during the 6 months interval period and 3.4% during the first 6 months period of 2022-2023 fiscal year. According to the tentative estimate for the full fiscal year, the economic growth is estimated to rise to 3.4% at the end of fiscal year by the respective departments. It’s important to operate domestic production industries with full capacity for the economic development of a country.

Only then the progress of domestic production is gained, the food requirements can be fulfilled and the domestic food sufficiency will be acquired. Moreover, the imports will be enabled to reduce and the export will be improved. with the strength of production industries, more job opportunies will be able to create and so it’s needed to implemet for the development of the chain of production. From the traditional ways of agriculture and livestock breeding which is the basic economy of the rural area, the inputs are effectively used with the modern techniques to boost the income of the rural population.

The prospective crops as per the region to be cultivated, producing value-added products, cultivation of pedigree seeds to be chosen, achieving target yield and meeting quality should be implemented. The SAC Chairman Prime Minister also stressed the need to succeeding of sunflower cultivation which will facilitate to meet the requirement of domestic edible oil consumption, progress of agriculture, livestock breeding, micro, small and medium enterprises which are provided from the country’s economic promotion fund. The requirement of electricity will be enabled to fulfill when the ongoing electricity projects which delay under the circumstance are completed as fast as possible. it’s also needed to endeavor to complete the generating renewable energy within the scheduled time. The domestic factories’s manufacturing of iron, steel, fertilizer etc. which have to be imported from abroad are needed to supervise to manufacture to meet and beyond the target.

The SAC Chairman Prime Minister also pointed out for the development of health and education sectors and reducing the rate of school dropouts and environmental conservation. The Senior General also stressed the need to complete the ongong electricity projects as fast as possible and power generation from other sources such as solar power, wind power projects, advanced technology used coal power plants and the nuclear power plants. In conclusion, the SAC Chairman instructed to put collective effort to achieve the goal in line with the policies and guidance set by the state.

Next, the Vice Chairman of National Planning Commission Vice Chairman of the State Administration Council Deputy Prime Minister Vice Senior General Soe Win gave a remark. Then, the vice Chairman of National Planning Commission Deputy Prime Minister Union Minister for Planning and Finance U Win Shein discussed the status of implementing 2022-2023 Fiscal Year National Planning and clarified the 2023-2024 Fiscal Year National Planning (draft). Next, Commission Secretary Deputy Minister for planning and finance DawThan Than Lin clarified the 2023-2024 Fiscal Year National Planning (draft). Regarding with the clarifications, the Chairman of National Planning Commission gave the necessary remark and delivered the speech of conclusion.
