Director of National Intelligence Avril Haines told a senate panel that North Korea may resume nuclear weapons and intercontinental ballistic missile testing as a way to "reshape its security environment."

Director of National Intelligence, Avril Haines: "North Korea may take aggressive and potentially destabilizing actions to reshape its security environment and will seek to drive wedges between the United States and its allies. These efforts could include the resumption of nuclear weapons and intercontinental ballistic missile testing in the future."

Haines also said Pyongyang will seek to divide the U.S. from its allies through "aggressive and potentially destabilizing actions."

The intelligence community's threat assessment report lists four countries as creating the key national security challenges during the next 12 months: China, Russia, Iran and North Korea.
