Pyithu Hluttaw Session: 26th day of 2nd regular session held

The 26th day of the second regular session of the third Pyithu Hluttaw was held on July 20th at 1:00 PM in the Pyithu Hluttaw meeting hall at the Hluttaw building in Nay Pyi Taw. During the session, ten questions were raised by representatives including U Hla Win Oo (Pakokku constituency), U Win Swe (aka U Win Shwe) (Laputta constituency), U Kyaw Kyaw Aung (Waingmaw constituency), Daw Swe Swe Thin (Paungde constituency), U Khin Maung Myint (Taikkyi constituency), U Tun Tun Naing (Sintgaing constituency), Daw Omma Moh Moh Zaw (Thegon constituency), Dr. Htein Win (Kyaungkone constituency), and U Hla Myint (Madaya constituency).

The questions pertained to the repair of roads and bridges, riverbank protection works, dredging of silted creeks, construction of retaining walls, and upgrading of schools. Union Minister for Construction U Myo Thant, Deputy Minister for Transport U Tun Lu, and Deputy Minister for Education U Nay Myo Hlaing provided respective clarifications and responses.

Subsequently, the proposal submitted by Dr. Shwe Pyi Soe from the Dagon Myothit (Seikkan) constituency was discussed by the Hluttaw representatives. The proposal recommended that "regarding the tax system, taxpayers should be able to submit various tax forms accurately and conveniently; taxes should be deducted and collected using a barcode-based digital taxpayer card named 'My Myanmar'; a modern automated deduction system should be utilized; and efforts should be made to enable the particularly accurate use of government and private banking systems, financial circulation, cash flow, and deposit, withdrawal, and transfer systems."

Following this, Deputy Minister for Finance and Revenue U Han Win Aung responded to the proposal. He noted that the discussions and presentations by the representatives included matters such as tax reductions to lower prices of food and consumer goods, and tax relief for investments. He further clarified that, under the 2008 Constitution, the Union Taxation Law must be submitted to the Union Hluttaw for enactment; therefore, when the Union Taxation Law is submitted, representatives would have the opportunity to collectively review and discuss tax reduction matters.

As such, he stated that the proposal should be recorded. Subsequently, the Speaker of the Pyithu Hluttaw announced that the proposal submitted by Dr. Shwe Pyi Soe from the Dagon Myothit (Seikkan) constituency was approved by the Hluttaw. Therefore, the relevant ministry is to continuously coordinate and report on the progressive steps taken in response to the proposal, and the proposal itself will be recorded for observation. Afterwards, the "Bill Amending the Pyithu Hluttaw Election Law for the Seventh Time" was submitted to the Hluttaw by U Myint Thein, a member of the Union Election Commission.

U Tin Shwe, a member of the Bill Committee, read and presented the committee's findings and report regarding the bill. The Speaker then announced that representatives wishing to submit amendments to the bill could submit their names for that purpose. The 26th day of the second regular session of the third Pyithu Hluttaw was then adjourned, and the 27th day session will be held on July 22, it is reported.
