Financial Commission Meeting : President gives guidelines in Nay Pyi Taw

The Financial Commission meeting was held on Monday afternoon at the Meeting Hall of the Presidential Office in Nay Pyi Taw, with Chairman of the Financial Commission and President U Min Aung Hlaing, attending and delivering an address.

In his opening speech, the Financial Commission Chairman and President stated that the purpose of the meeting was for the commission to approve the supplementary budget requests of the Union, regions, and states for the 2026–2027 financial year, and to discuss and approve the 2026 Supplementary Appropriation Draft Bill of the Union so it can be submitted to the Pyidaungsu Hluttaw.

He noted that if agricultural and livestock-based manufacturing industries meet their production targets and export products to fulfill the market demands of neighboring and regional countries, it will significantly contribute to national economic growth and socio-economic development. He also stressed the need to scrutinize and spend both the funds allocated for the 2026–2027 financial year and the newly permitted supplementary funds effectively and efficiently without waste.

Next, Vice Chairman of the Commission and Vice President U Nyo Saw presented details regarding the submission of supplementary budget requests by Union-level departments and organizations to the Financial Commission in accordance with the Constitution, as well as matters related to surrendering unused funds to the General Reserve Fund (GRF) and their re-allocation.

Afterward, Vice Chairperson of the Financial Commission Daw Nann Ni Ni Aye presented findings on the supplementary budget requests of regions and states for the 2026–2027 financial year reviewed in accordance with the Constitution. She detailed the review and approval of supplementary budget requests for ordinary expenditure, capital expenditure, and debt expenditure regarding Union subsidies, and presented the additional Union funds required according to the supplementary budget estimates and revised estimates for regions and states in the 2026–2027 financial year for discussion and approval by the Financial Commission.

Then, Union Ministers, the Chairman of the Nay Pyi Taw Council, and Chief Ministers of regions and states held discussions. Regarding the presentations, the President stated that on the revenue side, in order for the state to collect more tax revenue, relevant ministries and region/state governments must scrutinize and ensure that the actual taxes due are fully and correctly collected, rather than simply raising tax rates. In his closing remarks, the Chairman of the Financial Commission and President stated that the State is placing emphasis on promoting further development in key sectors such as education, health, electricity and energy, and sports and will continue to increase the annual allocation of state funds to these areas.
