








The Acting President and the Chairman of State Security and Peace Commission Senior General Min Aung Hlaing, accompanied by Commission Secretary and Joint Executive Chief Gen. Ye Win Oo, entourage members and responsible officials, inspected the Civil Services Academy (Upper Myanmar), the Police Officers' Training School (Zee Pin Gyi), and the Central Fire Services Training School (Pyin Oo Lwin) on December 1st.
At the Academy’s assembly hall, Union Civil Services Board Chairman U Soe Min Oo explained the brief history of the Civil Services Academy (Upper Myanmar), its current activities, and the ongoing repair work on lecture halls damaged during the Mandalay earthquake.
Regarding the presentations, the Acting President, SSPC Chairman stated that the Central Civil Services University was first established and operated during the socialist era as the former Central Civil Services University (Phawnggyi). However, due to insufficient numbers of civil servants later on, efforts were made to expand trainee intake at the current Civil Services Academies.
He noted that it has been stipulated that civil servants can only be promoted after attending designated training courses. Such measures are implemented with future goals in mind. Primarily, these Civil Services Academies are opened to provide systematic training and education to ensure all civil servants across all ministries become well-organized.
Good civil servants make a good country. He emphasized the need to primarily train civil servants to have good discipline and moral spirit, to be civil servants free from party politics, and to develop into good civil servants who possess a spirit of patriotism. He gave further guidance accordingly.
Subsequently, the Acting President, SSPC Chairman and members toured the Civil Services Academy campus by vehicle, inspected the Nila Hall and Mahothadha Hall which suffered damage from the earthquake, and gave necessary guidance on the reports by responsible officials.
Afterwards, the Acting President, SSPC Chairman inspected the female trainee dormitories in the Khattar Hall, then joined female trainee teachers from the Basic Teacher (Primary) Special Refresher Course No. (82) for lunch together in the dining hall. After lunch, he warmly greeted the female trainee teachers. Next, the Acting President, SSPC Chairman proceeded to the Police Officers' Training School (Zee Pin Gyi). At the assembly hall of the Training Headquarters office, Union Minister for Home Affairs Lt-Gen Tun Tun Naung explained the brief history of the schools training police officers and other ranks of the police force, and their current activities.
Regarding the presentations, the Acting President SSPC Chairman stated that the training for police officers and other ranks must be carried out systematically. The police force and fire services are organizations that have direct contact with the public and are responsible for enforcing the rule of law and security matters.
As they are organizations interacting with the public, good public relations are necessary. Police officers must not only know police laws but also essentially know and understand all promulgated laws, including the Constitution; therefore, legal knowledge must be taught. He gave further guidance accordingly.
Afterwards, the Acting President SSPC Chairman inspected items displayed in the Training School Museum, including police equipment used during the colonial era, police force badges and shoulder patches, currently used police equipment, rank badges and uniforms, police weapons, archival photographs, and memorabilia sent from foreign countries.
Then, he gave necessary guidance on the reports by responsible officials. The Acting President SSPC Chairman, then, signed the guest record book of the Training School Museum. Following that, the Acting President, SSPC Chairman inspected inside the Training School library and gave guidance on necessary requirements based on reports by responsible officials.
Afterwards, the Acting President, SSPC Chairman inspected inside the Central Fire Services Training School (Pyin Oo Lwin) by vehicle, warmly greeted the policewomen in the Married Quarters, and the necessary inquiries and support were provided, it is reported.
