The National Defence and Security Council issued an announcement No 1/2023 on 1st February.
It stated thatthe meeting of the National Defence and Security Council took place at the meeting hall of the National Defence and Security Council on 31st January. At the meeting, Commander-in-Chief of Defence Services Senior General Min Aung Hlaing explained the condition of declaring the state of emergency in the entire nation due to voting fraud and attempting to seize the state power by force without solving the problems by officials, implementations of the 5-point Road Map of the State Administration Council, checking and scrutinizing the voter lists by forming the Union Election Commission and findings, taking actions to officials due to voting fraud, the direct and indirect pressure on the Union Election Commission by the Chairman of the NLD party and the former President, efforts for the development of the country's economy and eternal peace, covid-19 prevention, treatment and vaccination, granting amnesty, undertakings for the correct voter lists in upcoming election, seizure of narcotic drugs, killing and injuring innocent civilians by the violent acts of terrorist groups such as CRPH, NUG and their affiliates so-called PDF terrorists, losses and damages of the state and private owned materials and properties and attempting to seize the state power with insurrection and violent ways. Members of the National Defence and Security Council seconded the submissions of the Commander-in-Chief of Defence Services.
Then, all members of the National Defence and Security Council including the Pro Tem President discussed the situations of killing innocent people, blowing up public places, posing armed intimidation and coercion on the people committed by CRPH, NUG and their subordinate PDF terrorist groups aiming to cause utter devastation to the State although the State Administration Council is striving for ensuring peace and stability of the State and development in all sectors, and the unusual circumstances of the country that they are making attempts to seize the State power in insurgent and terror ways.
Due to these situations, it was decided to extend further six months of the declared period of the State of Emergency across the nation in accord with Section 425 of the Constitution (2008). The meeting was attended by Pro Tem President U MyintSwe, Speaker of Pyithu Hluttaw U T Khun Myat, Commander-in-Chief of Defence Services Senior General Min Aung Hlaing, Deputy Commander-in-Chief of Defence Services Vice-Senior General Soe Win, Union Minister for Defence General Mya TunOo, Union Minister for Home Affairs Lt-Gen Soe Htut, Union Minister for Foreign Affairs U Wunna Maung Lwin, and Union Minister for Border Affairs Lt-Gen Tun Tun Naung, specially invited Secretary of the State Administration Council Lt-Gen Aung Lin Dwe and Joint-Secretary Lt-Gen Ye Win Oo, Union Minister for Legal Affairs and Union Attorney General DrThidaOo. Vice-President U Henry Van Thio asked for a leave of absence from the meeting because of health condition. The announcement was signed by the Pro Tem President U Myint Swe.
