Social protection: MoSWRR held coordination meeting on PPVW Bill

The coordination meeting for the ratification of Prevention and Protection of Violence against Women Bill drafted by relevant departments and organizations with the leading of Social Welfare Department under the Ministry of Social Welfare, Relief and Resettlement was held at the ministry in Nay Pyi Taw on January 21.

Present at the meeting were the Union Minister for Social Welfare, Relief and Resettlement, director-general and deputy director-general of Social Welfare Department, representatives from Ministry of Defense, Ministry of Home Affairs, Office of the Supreme Court of the Union, Bill Scrutinizing Department, Department of Public Health, Department of medical Services and officials.

Speaking at the meeting, the Union Minister said that Myanmar is member of Convention on the Elimination of All forms of Discrimination against Women-CEDAW and the ministry drafted Prevention and Protection of Violence against Women Bill in 2013 for the gender equality, implementation of capacity enhancement for all women and girls and providing effective protection regarding with all forms of violence against women and girls including sexual violence.

As the Ministry of Social Welfare, Relief and Resettlement is responsible for both sectors including development as well as protection for women, the case managers are trained and assigned duty for the protection of women. The case mangers provide the survivors’ social sectors. For instance, recently a drunken mother abused and battered her small son in Lashio.

The case manager reported the matter to the Children’s Rights Committee and held a meeting and the social welfare department took the child and gave care. The social problems are being solved such a mean. The settlement of case managers are needed to take into account in drafting the law and some cases which cannot be effectively protected by existing enacted law were briefed. 

Next, the director-general of the department social welfare Dr. San San Aye clarified the implementations for the bill and matters to be discussed. Then, the director of the department gave section by section elaboration regarding the remarks sent by the relevant departments on the bill and the attendees participated in the mutual discussion on the clarification.
