



The meeting given guidance by the Chairman of the State Administration Council Prime Minister regarding with the future work processes was held at the meeting hall of the office of SAC Chairman, Nay Pyi Taw in the morning on February 9.
The SAC Vice Chairman Deputy Prime Minister Vice Senior General Soe Win, Council Secretary, joint secretary, council members, union ministers attended the meeting in person and the Chairman of Nay Pyi Taw Council, Chief Ministers of Regions and States, Chairmen of Self-Administered Division/Zones attended through Video Conferencing System.
At the meeting, in giving guidance by the Chairman of the State Administration Council Prime Minister regarding with the future work processes, SAC Chairman Prime Minister said that such a first meeting is held to be able to consider by all responsible persons regarding the responsibilities for the development of the country during the extended period and to implement the tasks successfully.
Regarding with the first point out of 5 POINT-ROAD MAP described as “Priority will be given to fully realizing peace, stability and rule of law throughout the Union to safeguard the socioeconomic life of the people”, the SAC Chairman Prime Minister explained the serving the state responsibilities after declaring the state of emergency in line with the state constitution (2008) as of February, 2021.
Early time of serving the state responsibilities, due to the political dissidences and incitements, there were protests. Later, the situations led to the unrests and armed terrorism. The protests conformity with the law are permitted in the democratic countries. But, as the situations were beyond the protest and brought about the incidences of terrorism, those had to be contained in line with the law.
The SAC Chairman added the situations of terrorist acts against the innocent people, the civil administrative buildings which are not the military targets, private industries, public service personnel and the persons serving the religious duties, the hardliner persons among the protestors were collected and the terrorist group so called PDF was formed and attempted to carry out armed attack to the state, some EAOs included among them, Tatmadaw’s counter-terrorism in line with the law, among the arms arrested, some are arms used by the EAOs and some are arms from abroad, from April, 2022, the terrorist attacks have reduced and the early period of 2023, the terrorist attacks somewhat came to increase, to destroy the preparation works for the election according to the future work plans, arson attacks against the relevant organizations, departmental buildings and documents, planting mines and exploding, those are proving the requirements of the country to continue the tasks for the law and order.
So, the state of emergency period had to be extended further 6 months. The Prime Minister also stressed for prosperity and food sufficiency of the country, by carrying out the people-centered development works for promoting the socio-economic status of the people.
He also pointed out the needs to promote education sector, while striving to open all the basic education schools in the coming academic year, to be cautious for prevention of COVID-19 infection without negligence, to use human resources effectively, to boost production of agriculture and livestock sectors.
He continued that the country is marching towards the multi-party democracy system according to the constitution, and Tatmadaw has the responsibility to safeguard the constitution. He added that the Political Parties Registration Law was enacted and those who wish to deal in politics need to reform their political parties.
The existing parties need to make registration within 60 days period and if not, the party will be annulled automatically. The permission will be granted for the parties and their work performances in line with the law. He also pointed out the needs to achieve peace in fostering the democracy system.
Only when the peace is prevailing, the education, health and economic affairs of the country will be developed. He urged all the ethnic armed organizations and political parties to make discussions for the long term interest of the union. He said the Government is striving to hold the election systematically.
It is needed to have accurate data of voter list, for successful holding of the genuine and fair election. It is the duty of the government to give all eligible voters to have the rights to vote in the election, and it is the right of the voters whether they cast vote or not.
The Prime Minister continued that Myanmar will carry out the tasks within the framework of ASEAN. He also discussed about the repatriation process of displaced persons in Rakhine State, generation of electric power, efforts for the success of using Electric Vehicles, and stressed that the collective efforts in all sectors could yield achievement within the coming 6 months periods.
