Russia imposes fuel limits on foreign airlines at airports

Russia has imposed strict limits on aircraft refueling for foreign airlines at several regional airports, permitting fuel purchases only upon prior coordination with local suppliers and capping volumes strictly to the amount required for the planned flight.

The Russian Federal Air Transport Agency enacted a ban on the export of aviation kerosene, which remains in effect until November 30, 2026. Officials noted that foreign airlines, facing rising global fuel prices, were increasingly purchasing excess fuel at Russian airports to reduce their own operating costs, which disrupted domestic supply chains.
