









In accordance with the cooperation agreement signed between the Ministry of Legal Affairs and the Office of the Prosecutor General of the Russian Federation, a legal seminar featuring experts from the Russian Federation was held at the Legal Knowledge Dissemination Training School of the Ministry of Legal Affairs in Nay Pyi Taw on November 26.
The seminar was part of the implementation plan for the 2024-2025 collaboration program.The event was attended by Union Minister for Legal Affairs and Union Attorney General Dr. Thida Oo, Chairman of the Anti-Corruption Commission U Sith Aye, a delegation of experts from the Office of the Prosecutor General of the Russian Federation led by Mr. BAZHUTOV Sergey, Head of the Department for Criminal Prosecution and Investigations, representatives from the Embassy of the Russian Federation in Myanmar, directors general, deputy directors general, and trainees from the Ministry of Legal Affairs and other relevant ministries.
During the seminar, Union Minister Dr. Thida Oo highlighted key points regarding the topics presented by three experts from the Russian Federation. These included challenges and preventive measures related to tracking crimes committed using digital technologies, combating organized crime through advanced technology, and approaches to addressing the unauthorized operations of foreign and international organizations within Russia. Additionally, the seminar covered Russia’s anti-corruption measures and best practices in this area.
She emphasized Myanmar's active participation in the international legal frameworks such as the United Nations Convention against Transnational Organized Crime (UNTOC) and ASEAN's Mutual Legal Assistance in Criminal Matters (MLAT), which enable member states to cooperate effectively in prosecuting cross-border crimes, extraditing offenders, and sharing evidence to combat financial and other crimes.
The Union Minister stressed that closer legal cooperation between Myanmar and Russia would enhance Myanmar's legal sector by fostering knowledge sharing and gaining valuable experience. Such collaboration would also support the rule of law in Myanmar.
Next, the three Russian legal experts delivered topic-specific lectures, which included interactive discussions with participants from the Ministry of Legal Affairs and other ministries. Questions raised by the attendees during the discussions facilitated mutual exchanges of insights.At the conclusion of the seminar, Mr. BAZHUTOV Sergey presented certificates to the trainees from the Ministry of Legal Affairs and other ministries on behalf of the Office of the Prosecutor General of the Russian Federation.
The event also included visits to the mock courtroom and e-library facilities at the Legal Knowledge Dissemination Training School.Later, a bilateral meeting on “The Role of Public Prosecutors in Criminal and Legal Proceedings in Courts and the Submission of Electronic Evidence by Public Prosecutors” was held at the Ministry of Legal Affairs.
The meeting was attended by Dr. Swe Swe Aung, Director General of the Prosecution Department, U Zaw Zaw Htwe, Deputy Director General, and representatives from the Office of the Prosecutor General of the Russian Federation. Participants exchanged views and insights on this topic.
