






A coordination meeting for the review of the estimated budgets of the Union for the 2025-2026 fiscal year was held at the meeting hall of the Office of the Chairman of the State Administration Council in Nay Pyi Taw on 5th of March.
The Vice Chairman of the Financial Commission, Vice Chairman of the State Administration Council, Deputy Prime Minister, Vice Senior General Soe Win attended and delivered a speech. First, the Vice Chairman of the Financial Commission, addressed the meeting stating that this meeting is the final stage of reviewing the estimated budgets of the Union, regions, states, Union organizations, and ministries for the 2025-2026 fiscal year, which have already been examined by the preliminary review committee, before submitting them to the Chairman of the Financial Commission.
He emphasized that, in general, the state must ensure that the deficit-to-GDP ratio does not exceed 5 percent when drafting the annual revenue and expenditure estimates. Reviewing the 2024-2025 fiscal year's estimated budgets, it was found that some relevant ministries and organizations failed to meet their revenue targets due to various reasons.
Additionally, there were instances of unnecessary expenditure requests, as well as requests for funds for projects that were assumed to be completed. Furthermore, as the fiscal year-end approaches, some projects remain unfinished, and some tasks have not even started, leading to the return of surplus funds and resulting in a significant amount of unutilized funds for the State…etc.
Following this, the Secretary of the Commission, Union Minister U Win Shein, Deputy Minister U Min Htut, and the Auditor General of the Union Dr. Khin Naing Oo explained the procedures to be carried out. Subsequently, Union Ministers and responsible officials from Union-level organizations discussed and presented their respective departmental and organizational matters, with the Secretary of the Financial Commission providing additional remarks.
Then, the Vice Chairman of the Financial Commission, Vice Senior General Soe Win addressed the discussions and presentations. He emphasized the need for ministries to systematically review and submit their expenditure requests. Additionally, he urged ministries and organizations to strive to fully secure available funds and ensure that expenditures are carefully managed to avoid waste. After that, the meeting was concluded.
