The Office of the Commander-in-Chief of Defence Services issued Martial Law Order No. 3/2026 on April 23, granting regional military commanders expanded authority in areas under martial law.

The order allows commanders to oversee administration, security, and judicial matters to maintain stability and rule of law. Local authorities must operate under their direction. Military courts may be established to handle criminal cases, with penalties including life imprisonment or death sentences in serious cases.

Appeals are not permitted, but limited review options are available. The order also lists major offenses to be tried under military courts, including treason, incitement, murder, robbery, corruption, drug offenses, and terrorism-related crimes. The order was signed by Commander-in-Chief of Defence Services General Ye Win Oo.
