Venezuelan President Nicolás Maduro has introduced a constitutional reform proposal during a session marking the 206th anniversary of the Congress of Angostura in Caracas.

The initiative aims to formally recognize communal, territorial, and grassroots popular power within the legal framework. Venezuela’s current constitution, adopted in 1999 under late leader Hugo Chávez, was amended in 2009 to allow indefinite re-election. Maduro’s proposal seeks to expand the role of local governance structures in national decision-making.
