






Workers usually have to pay to work in abroad but zero recruitment fee system for the workers who want to go to abroad is started to provide to reduce the cost.
Although the percentage of Myanmar workers go to abroad under zero recruitment system is low, it can provide many job opportunities for the workers.
Sending Myanmar workers to 49 countries including Malaysia, the Republic of Korea, Singapore and Thailand under Memorandum of understanding (MOU) system was started in 1990 and, there is a total of 4.1 million workers as of February 2022.
Director, Department of Labour, Han Win Aung said "Zero recruitment system doesn’t involve any specific agreement. We give licenses to work agencies to recruit the workers for the employers systematically. The employers bear all the costs of recruiting workers and the workers don’t have to pay any cost to be hired. Although the zero recruitment system hasn’t popular among ASEAN countries, Nepal and Indonesia are recruiting the workers using zero recruitment system successfully."
Most of the Myanmar workers choose Thailand and Malaysia to work there. Recruiting workers to send to Thailand has been reoperated since May after suspending for two years due to pandemic outbreak.
