The United Nations is scaling up its humanitarian work in Ukraine, the world body's chief Antonio Guterres announced on Friday.

United Nations Secretary-General Antonio Guterres said "the U.N. is scaling up the delivery of life saving support, including in the eastern part of the country on both sides of the line of control. Humanitarian needs are multiplying and spreading by the hour. Civilians are dying."

The UN diplomat added he has appointed a crisis coordinator to lead the humanitarian effort. He urged parties in the conflict between Russia and Ukraine to return to dialogue.

On Friday Russia vetoed a U.N. Security Council resolution demanding that Moscow stop its attack on Ukraine and withdraws all troops.

Friday’s vote was 11-1, with China, India and the United Arab Emirates abstaining. It showed significant but not total opposition to Russia’s invasion of its smaller, militarily weaker neighbor.
