
Union Minister of Social Welfare, Relief and Resettlement Dr. Soe Win, who is in Arakkhanglik of Russian Federation to participate in the Safe Arctic Exercise 2025, attended a commemorative ceremony held at the Russian Patriotic Heroes’ Shrine on January 29 with Deputy Minister of Civil Defense, Emergencies and Disaster Management of the Russian Federation, Arakkhanglik City Moyar, Ministers, Deputy Ministers, and officials from the Ministries of Disaster and Emergency Management from twenty-five countries, including Belarus, the People's Republic of China, Cambodia, Iran, Saudi Arabia, and Vietnam. The Union Minister observed a minute of silence and laid a wreath together with the participants from each country.
In the afternoon, the Union Minister visited the drill site on the banks of the Northern Dvina River in Arakkhanglik to observe the use of modern ice search and rescue vehicles, the temporary shelter and care provided to those who have encountered natural disasters on the ice, and to discuss the explanations given by Russian officials.
Then, at the opening of the role-playing exercise, the participants watched a role-playing exercise in which search and rescue teams used drones, ice-scooters, helicopters, and ice-scooters to search and rescue people in danger on an international shipping vessel trapped in the ice, and to provide necessary assistance to organizations from Russia and friendly countries.
After that, the Deputy Minister of the Ministry of Civil Protection, Emergencies and Disaster Management of the Russian Federation met and greeted the Union Minister and expressed his gratitude for attending the role-playing exercise. The Union Minister also said that Myanmar is the only country in Southeast Asia with glaciers. Although there are limitations in providing assistance and support in the event of a natural disaster in the glacier area, the Union Minister had the opportunity to learn a lot of good experience from this role-playing exercise. He also said that the training was related to disaster relief. It was reported that they would continue to cooperate in sectors related natural disaster as needed and that they had held discussions and consultations regarding the drill.
