The program was initially scheduled for June, but has been delayed because of surging living costs and other factors. The governor Kathy Hochulsaid a 10-percent reduction in the number of vehicles entering the heart of Manhattan can be expected under the plan.
She said revenue from the pricing program will be used for expanding bus service, among other purposes.Trump criticized the congestion pricing plan on Thursday, saying it puts New York City at a disadvantage over competing cities and states, and businesses will flee.
