









A welcome and briefing ceremony was held on Saturday for international election observers visiting Myanmar for the 2025 Multi-Party Democracy General Election starting on December 28.
Union Election Commission (UEC) Chairman U Than Soe explained the election process, emphasizing that the commission’s main responsibility is to ensure a free, fair, transparent, and credible election, with active public participation.
He shared with observers that the election will use a combination of First Past the Post (FPTP) and Mixed Member Proportional (MMP) systems, ensuring both major and smaller parties can gain representation. In addition, voters will use Myanmar Electronic Voting Machines (MEVM), designed locally to ensure security, prevent tampering, speed up results, and include accessibility features for persons with disabilities.
He reiterated that the election will be held in three phases for better security and management. The Phase 1 takes place on December 28, 2025 in 102 townships, while the Phase 2 on January 11, 2026 in 100 townships and Phase 3 on Jan 25 in 63 townships.
The UEC Chairman confirmed that voter lists are complete and accurate, and all parties and candidates will have equal opportunities to campaign. He added that the security measures and legal protections have been put in place to ensure a safe election.
International observers from countries including Russia, China, Kazakhstan, Belarus, Cambodia, Viet Nam, Nicaragua, India, and Japanese organizations attended the ceremony. The delegations later visited the Mara Vijaya Buddha Image, Uppatasandhi Pagoda and Mani Yadana Jade Hall in Nay Pyi Taw.
