Convenient Trading Process: MACCS Systemintroduced in Myanmar-China Border

Myanmar Automated Cargo Clearance System (MACCS) was introduced to Muse and Chin Shwe Haw borders on 1st April.

It was developed and successfully introduced in Myanmar by Japanese grant aid and technical cooperation. MACCS has already been introduced in Yangon 6 years ago.

The plans to use this system at the trading camps along Myanmar-China border has been initiated since 2019. Developing MACCS system can ensure the seamless flow of trade and commodity and reduce the transition cost of the commodity which can enhance the competition among producers.

Director, MACCS Sub-Division, Custom Department, Moe Kyaw aye said "The system has been using at ports in Yangon area and Thilawa area including Yangon International Airport since 12th November 2016 after conducting many discussions with Japan. Although the surveys to develop MACCS system in Muse have been carried out since 2019, they system is able to be operated in Muse on 1st April this year due to pandemic and the safety of the region."

The private terminal software must be installed to use the system and the users can check the amount of tax at least 10 days in advance. It also provides Import and Export declaration procedures within seconds.

Using risk management system, it can ensure the seamless flow of commodity and reduce the charges of delay in transition.  The trader can track the information about their commodities during transition period through system.

It can also help relevant departments to receive the information of allowed shipment and release order process and the central bank can calculate the import and export elasticities immediately thanks to the system.
