The opening ceremony for the election-related capacity-building training course for the Chairs, members, and staff of the sub-commissions of the Union Election Commission was held at the Union Election Commission's extended office building on August 19. The Chairman of the Union Election Commission, U Than Soe, attended and delivered an opening speech.

In his speech, UEC Chairman U Than Soe stated that the election would commence on December 28, 2025. He pointed out three key differences between this election and previous ones. First, he mentioned the electoral system. Unlike the previous First-Past-the-Post (FPTP) system, this election will use a Mixed-Member Proportional (MMP) system, which combines FPTP and PR. He said that this will be discussed in detail during the training.

Second, he highlighted the voting method. With the exception of advance voting, voters will use Myanmar Electronic Voting Machines (MEVMs) on Election Day. He noted that cascade training sessions on how to use the machines are nearly complete across all regions and states. He added that the public has also been widely educated and given hands-on practice with the voting machines. Third, he mentioned the new election format. The election will be held in phases.

The capacity-building training course will run from August 19 to 21, with a total of 200 trainees attending, including those participating via video conference.
