U.S. President Joe Biden sought to clarify his administration's position on a potential Russian invasion of Ukraine, a day after he was criticized for saying at his news conference that a “minor incursion” by Russia would elicit a lesser response.

Speaking in the White House Cabinet Room Thursday, Biden said "Russia will pay a heavy price" if it decides to invade Ukraine and underscored that the U.S. has "a range of tools" at its disposal to respond.

Biden also sought to make it clear that he considers "any assembled Russian units" moving across the Ukrainian border an invasion and it will be met with a "severe and coordinated economic response."
