











At the invitation of President Vladimir Putin of the Russian Federation, President U Min Aung Hlaing of the Republic of the Union of Myanmar, who is currently on an official goodwill visit to the Russian Federation, met with President Vladimir Putin at the Kremlin Palace in Moscow at 3 p.m. local time on August, 18.
First, upon his arrival at the Kremlin Palace, where the meeting was to be held, the President of the Russian Federation warmly welcomed and cordially greeted the President of the Republic of the Union of Myanmar and held a separate meeting with him.
The meeting was attended by Union ministers and officials accompanying the President as members of the delegation, as well as the Ambassador of Myanmar to the Russian Federation. President Vladimir Putin was accompanied by the Deputy Prime Minister of the Russian Federation, the Minister of Foreign Affairs, the President’s aides and senior government officials, the Ambassador of the Russian Federation to Myanmar, and other officials.
At the meeting, President Vladimir Putin first extended a warm welcome and greeting, saying that he was very pleased to have another opportunity to meet with President U Min Aung Hlaing and members of delegation. He said that Myanmar is currently experiencing flooding and that he would like to express his sympathy and support for the people affected by the floods.
He also expressed his appreciation to Myanmar for its support in promoting cooperation between Russia and ASEAN. He noted that the two countries have been actively cooperating on the international stage and that cooperation in the economic sector should be further strengthened.
Therefore, joint projects in areas where cooperation is possible should be implemented. He added that bilateral relations in the security sector are also developing.
President Putin said that there would be many meetings and opportunities for study during the President’s visit to Russia, and expressed his confidence that the two sides would be able to discuss in detail various areas of bilateral cooperation during the visit.
He concluded by saying that he was particularly pleased to have the opportunity to meet and hold discussions in this manner. In response, the President of the Republic of the Union of Myanmar expressed his appreciation for the warm and cordial welcome extended to him and members of his delegation.
He also expressed his gratitude for President Putin’s expression of sympathy and concern for the people of Myanmar in connection with the flooding, as well as for Russia’s assistance following the Mandalay earthquake, including the dispatch of special teams and rescue teams.
He said that bilateral cooperation between the two countries has been developing rapidly across a wide range of sectors and that there are many areas in which further cooperation can be pursued.
He expressed his hope that these matters could be discussed in detail with President Putin. He also said that Myanmar’s relations with the international community have been changing and developing, while many areas remain to be addressed and further work remains to be carried out.
He emphasized that Myanmar would always remain a reliable and trusted friend of Russia in Southeast Asia and stated that Myanmar would always be ready to cooperate. Following this, President U Min Aung Hlaing and President Vladimir Putin exchanged views extensively on the political developments in Myanmar; the government’s efforts to achieve internal peace; Myanmar’s vigorous measures to combat online gambling and online scams; efforts to strengthen cooperation with countries in the region; and Myanmar’s active cooperation within ASEAN.
They also discussed the friendship and cordial relations between Myanmar and Russia and the prospects for continued cooperation in a wide range of sectors, including defence, security, agriculture, livestock breeding, industry, education, science and technology, space technology, healthcare and tourism. In addition, the two leaders exchanged views extensively on cooperation in the energy sector and matters relating to cooperation in the development of the Dawei Deep-Sea Port and Special Economic Zone.
Following this, the President of the Republic of the Union of Myanmar and the President of the Russian Federation attended the bilateral meeting between the two countries. During the meeting, the ministers of the two countries held discussions on cooperation in the industrial manufacturing sector, energy sector, trade sector, economic sector, implementation of digital currency systems, education sector, science and technology sector, space science and technology cooperation, human resource development, commercial shipping and transportation, as well as other areas where cooperation could be pursued.
Myanmar and Russian Presidents supplemented the discussions with matters they deemed necessary. Following this, a ceremony was held for the signing and exchange of agreements and memoranda of understanding (MoUs) between the governments of the two countries.
The documents signed and exchanged included a declaration on ways to respond to and address the adverse impacts of unilateral coercive measures between the two countries; a Memorandum of Understanding on cooperation in the electric power sector and the oil and natural gas sectors; a Memorandum of Understanding on cooperation in the fields of radio-electronic industry and digital technology; a Memorandum of Understanding on cooperation between competition authorities; a Memorandum of Understanding on cooperation in the fields of culture and the arts; and a Memorandum of Understanding on cooperation in information and communications technology.
They also included a Memorandum of Understanding on cooperation in the fields of satellite navigation systems, human spaceflight, the satellite-based COSPAS-SARSAT search-and-rescue system, and the Automated System for Warning of Potentially Hazardous Situations in Near-Earth Space (ASPOS). In addition, Memoranda of Understanding were signed between the Myanmar Space Agency and Plekhanov Russian University of Economics, and between the Myanmar Space Agency and Bauman Moscow State Technical University.
In total, 12 Memoranda of Understanding were signed and exchanged. The Ambassador of Myanmar to the Russian Federation and the relevant Union ministers signed and exchanged the respective documents with the relevant ministers and officials from the Russian Federation in the presence of the President of the Republic of the Union of Myanmar and the President of the Russian Federation.
Following this, the President of the Republic of the Union of Myanmar and the President of the Russian Federation delivered joint statements to the media, it’s reported.
