China ramped up rescue and evacuation operations across Henan province following multiple levee breaches triggered by torrential downpours from the remnants of Typhoon Dolphin. Over 65,000 residents have been relocated, and authorities declared a Level-4 national disaster relief emergency response, deploying engineering units, and thousands of personnel to seal the gaps.
