





The Union Government Meeting (8/2022) was held at the SAC Chairman office in Nay Pyi Taw on Tuesday with an address by Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing. Vice Chairman of the SAC Deputy Prime Minister Vice Senior General Soe Win, Union Ministers and Nay Pyi Taw Council Chairman attended the meeting and also the Region and State Chief Ministers attended via video conferencing.
In his address, the Prime Minister said that more districts have been extended to effectively and easily carry out administrative affairs. The departments and offices that are essential for regional development, peace and stability have been opened in the extended districts.
The courts and legal offices to carry out legislative affairs, the Police Force and the General Administrative Department for administrative affairs, the Agricultural Department, the Cooperatives and Rural development, the Immigration Population Department, the Education Department, the Health Department and the Construction Departments are being opened in priority.
He added that he has visited the regions and states since last September to conduct meetings for the development of micro, small and medium enterprises (MSMEs). That is for the state economic promotion. MSME is a key role for the economic development of the state.
Policies have been established for the development of MSME enterprises and all regions and states need to make all-round efforts for the MSMEs development. About 99 percent of MSMEs are focused on local manufacturing. There are 4 main requirements for MSMEs and they are raw materials, investment, inputs and human resources.
The Prime Minister stressed the needs on using agricultural and livestock raw materials produced from local to save foreign currency spending, manufacturing products at the strategic places, implementation of industrial enterprises and production industries in regions and states and promoting regional products through MSMEs for regional economic development.
He also highlighted disbursing loans from the State for the business enterprises affected by COVID-19, repaying loans within the target time, the needs of inputs for industries and agriculture and livestock breeding, efforts for the sufficient fuel oil and fertilizers, producing bio fertilizers, arrangements for natural gas and coals for energy, qualified human resources, technological assistance for MSME enterprises and seeking markets by holding trade fairs and expos with the products produced by MSMEs.
The prime minister pointed out that there are over 33 million acres of arable land and about 30 millions of working aged human resource. So, the job opportunities can be created and labours for the agriculture and livestock breeding are available. It’s needed to use the human resources systematically.
The necessary arrangements are being made to extend the teaching of skills on the agricultural and livestock breeding at the basic education schools. They can study further at the institutes and universities. The three human resources are essential to be turned out.
There are technical requirements for the MSME. The relevant ministries can fulfill the technical requirements. There are 35.51 million of trade surplus within 6 months from April to September in the country. When the scrutiny is carried out, it appeared that the fuel, cooking oil, steel wares, fertilizers, dairy products and other commodities had to be imported.
To reduce the imports, the domestic productions with MSMEs should be implemented to be successful. The senior general added the reducing imports of fuel and cooking oil, domestic manufacturing of paper, restoration of bamboo and domestic manufacturing of paper sufficiently, the productive expenditure of state budget by the ministries, systematic use of water and plans to be implemented for generating water.
The SAC Chairman Prime Minister mentioned about the two national tasks which are the prosperity and food security of the country. Next, the union ministers clarified the related sectors.
In his speech of conclusion, the SAC Chairman Prime Minister gave necessary instructions including holding the 2023 75th Anniversary Diamond Jubilee Independence Day which will fall on the 4th of January, 2023 in grand scale at state level with the celebrations of exhibitions, competitions, decorated vehicles, sports competitions, requirement of justice and fair administration, productive use of electricity, regular implementation of measures for the green and clean cities and townships, to address the rule of law and law and order, domestic bamboo production and manufacturing paper, agriculture of high yielding rice strains for the rice export, promotion of exports for earning foreign currencies, making efforts to know the requirements of other countries to penetrate the market etc.
