











The Acting President and Chairman of the State Security and Peace Commission, attended the Shanghai Cooperation Organisation (SCO) SUMMIT 2025 Plus, held at the Tianjin Meijiang Convention Center in Tianjin, People's Republic of China on September 1st.
The summit was attended by the SCO Summit Chairman, Chinese President His Excellency Mr. Xi Jinping; the Acting President and SSPC Chairman Senior General Min Aung Hlaing; leaders from the 24 member states, observer states, dialogue partner states, and other invited countries; UN Secretary-General Mr. Antonio Guterres; and leaders from other international organizations.
First, Chinese President Mr. Xi Jinping, the SCO Summit Chairman, delivered an opening speech. He stated that the theme of the meeting was "To promote sustainable development by adopting a comprehensive policy and maintaining regional security." He also announced his intention to propose a five-point Global Governance Initiative (GGI) and expressed confidence that the meeting would be a success, contributing to the SCO's development and regional peace, stability, and prosperity.
Following the Chinese President, leaders from Belarus, Iran, Kazakhstan, Kyrgyzstan, Pakistan, the Russian Federation, Tajikistan, Uzbekistan, Mongolia, Vietnam, Azerbaijan, Armenia, Cambodia, Laos, Maldives, Myanmar, Nepal, Turkey, Egypt, Turkmenistan, Malaysia, and representatives from Indonesia and India delivered their speeches.
During his country's address, the Acting President and SSPC Chairman Senior General Min Aung Hlaing expressed his gratitude to President Xi Jinping and all relevant officials for their efforts in successfully organizing the SCO Plus Summit and for enabling the participation of leaders from over 20 countries and international organizations. He stated that the fundamental principles of the SCO—non-interference, respect for sovereignty, and equality are very similar to the solid foundation on which countries like Myanmar conduct positive engagement on the international stage.
He noted that Myanmar was granted the status of an SCO dialogue partner in May 2023 and has since actively participated in events organized by the SCO. He concluded by making a strong appeal for support for Myanmar's bid to become an SCO member.
Before the start of the meeting, the Acting President and SSPC Chairman Senior General Min Aung Hlaing separately met with the Prime Minister of Malaysia, the President of Mongolia, the Prime Minister of Nepal, the Secretary-General of ASEAN, the Secretary-General of the Shanghai Cooperation Organization, the Prime Minister of Pakistan, and other leaders attending the event. They had friendly discussions on promoting bilateral friendship and cooperation.
