Regional Cooperation : 29th ASEAN Labour Ministers Meeting

Union Minister for Labour U Khin Maung Soe attended the 29th ASEAN Labour Ministers Meeting (ALMM) and the 14th ASEAN Plus Three Labour Ministers Meeting in Thailand from Aug 26th to 27th.

Held under the theme “Advancing ASEAN Human Capital: Skills Certification towards Global Recognition,” the meetings focused on strengthening skills recognition and labour cooperation amid ASEAN’s “Triple Transition”. In his remark, the Union Minister highlighted the proposed ASEAN Referencing Curriculum Framework (ARCF) for priority sectors including digital technology, healthcare, green energy and construction.

He also supported the ASEAN Skills Competency Framework (ASCF) and ASEAN occupational standards, along with computer-based testing and Recognition of Prior Learning (RPL) to help workers in the non-formal sector obtain recognized ASEAN skills certificates.

He said Myanmar’s National Skills Standards Authority (NSSA) is developing the National Skills Qualification Framework (NSQF) and seeking cooperation with organizations including the International Labour Organization (ILO) and World Skills on technology transfer, lifelong learning and Train-the-Trainer programmes. The meeting also discussed implementation of ASEAN Summit decisions and the adoption of a Joint Statement of the ALMM.
