New York City enters new phase of reopening

New York City began phase three of its reopening plan on Monday. Nail salons, massage and tattoo parlors were allowed to reopen under the four-part plan. Indoor dining is still banned in New York City, but many restaurants have set up outdoor seating. New York Governor Andrew Cuomo said coronavirus hospitalizations in New York dropped to 817 - the lowest since March 18 - and nine people died from COVID-19 on Sunday.
