Mexico President Claudia Sheinbaum led a National Security Council meeting with state governors in Acapulco. Mexico has suffered more than 450,000 killings since 2006, when the government called in army troops to fight the cartels.

Gang-related violence has continued unabated after Mexico's new president Claudia took office on October 1.

She has ruled out declaring war on the cartels and instead proposes a strategy she describes as being based on gathering intelligence to sap their operational capacity.

She also wants to carry on with her predecessor Andres Manuel Lopez Obrador's policy of attacking crime at its roots, with investment in social spending and crime prevention.
