Hong Kong on Wednesday unveiled its historic first-ever Five-Year Plan through 2030, aiming to synchronize the city's economic and social development with China's 15th national planning cycle.

Chief Executive John Lee emphasized that the framework is a strategic governance tool rather than a centrally planned command economy, maintaining Hong Kong's separate capitalist system and free-market gateway status under "one country, two systems". The blueprint prioritizes innovation spending, targeting advances in artificial intelligence, microelectronics, and life sciences, alongside computing infrastructure.
