Cuba was facing a severe energy crisis after Venezuela ceased oil supplies amid threats from US to impose tariffs on countries that sell oil to the island. In response to this situation, the Cuban government implemented a package of emergency measures that restricted fuel sales and reduced public transportation, an activity already severely depressed by the impact of the economic crisis.

The number of private taxis circulating in Havana had also decreased, and the cost of the service had tripled due to the rise in gasoline prices. Electric tricycles and bicycle taxis had become the capital's main means of transport to tackle the energy crisis.
