





A workshop on “Enhancing DICA’s Evaluation Capacity as an Investment Promotion Agency (IPA)”, organized by the Directorate of Investment and Company Administration (DICA) under the Ministry of Investment and Foreign Economic Relations and funded by the ASEAN-Japan Centre (AJC), was held as the AJC’s National Activity Project in a hybrid format at the Union Minister’s Office in Nay Pyi Taw on 5th February.
Gracing the event, Union Minister Dr. Kan Zaw, delivered an opening speech, followed by the welcome address by Head of Bilateral Programme Mr. Phutsakhon Sengmaniphon, on behalf of the AJC Secretary General. In the opening speech, Union Minister Dr. Kan Zaw highlighted the four key activities of the project: a pre-assessment survey, this workshop, a post-assessment survey, and preparation of a need assessment report.
Regarding the workshop, Union Minister emphasized the important of Monitoring and Evaluation Process that can highly support to the organizational performance of IPA. Then, the Union Minister conveyed both the AJC’s continuous support and contribution of the international expert.
After that, the Head of Bilateral Programme and Assistant Director Mr. Phutsakhon Sengmaniphon also addressed that the AJC’s support to investment promotion efforts across ASEAN including through knowledge-sharing initiatives and technical exchanges.
He also pointed out that monitoring and evaluation are key to ensuring policy effectiveness and optimizing investment facilitation services and the AJC remains committed to supporting ASEAN investment-related efforts. The workshop will bring the certain degree of enhancing the practical skills to evaluate investment promotion and facilitation procedures conducted by DICA and to examine the barriers and challenges that DICA staff may confront during the effective monitoring and evaluation (M&E) process.
During the workshop, international expert, Ms. Premila Nazareth Satyanand, provides valuable insight of M&E process by highlighting its significance and exploring the strategies to promote investments in the country.
The workshop was attended by a total of 150 participants, including Directors General, Deputy Directors General and senior officials from Ministry of Investment and Foreign Economic Relations, and representatives from ASEAN-Japan Centre. The workshop will last for 2 days, until 6th February.
