Sisi calls for measures to slow birthrate

The regional authority in the UK's second-largest city, Birmingham, announced on Tuesday that it was unable to balance its books.

The city council said it had a hole in this year's budget of around 110 million USD. It called a halt to all new spending in the city, with the exception of protecting vulnerable people and essential services.
