



The State Administration Council held its meeting 3/2023 in Nay Pyi Taw on Friday. Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing attended the meeting and made a speech. He said during the time of taking responsbility of the state, efforts are being made for restoring normalcy and handing over of the state duty to the emerging government after holding the election.
As the government operates under a state of emergency, he stressed the importance of comprehensive development across political, economic, and social sectors to align with the present times. He reiterated the country's ultimate goal of establishing a genuine, disciplined multi-party democracy system and building a union founded on democracy and a federal system.
The first point of the newly adopted 5-point Road Map mentioned that “Emphasis will be placed on ensuring peace and stability and the full rule of law across the whole union and on successfully conducting a free and fair multiparty democratic general election”.
He pointed out that efforts are being made to implement the federal system which base on the region instead of ethnicity. In building the union based on democracy and federal system, all involved persons including the leaders and followers are needed to be educated.
All entire nationals need to be literate and complete their school education. He highlighted that rural areas in the states have less education development due to language barrier, and other reasons. That’s why, education promotion efforts must be carried out in rural areas without fail. He also stressed the need to understand the knowledge on legal matters.
Law major has been added in the syllabus of higher institutions, and the increased numbers of law experts will benefit greatly for political field. He underlined the critical need for achieving peace and stability across the entire country to ensure the successful conduct of a free and fair multi-party democracy general election.
He mentioned ongoing efforts to ensure the accuracy of voter lists and urged council members to expedite the population data collection process. Following the Prime Minister's address, council members reported on various aspects, including the rule of law, security, stability, humanitarian assistance, education, human resource development, and electoral matters.
Vice Chairman of the State Administration Council Deputy Prime Minister Vice Senior General Soe Win emphasized the importance of cooperation and collaboration with local communities to achieve stability in respective areas.
In his conclusion, the Prime Minister instructed the needs for development of education, health, social and economic sectors, and regional peace and stability.

He also mentioned the upcoming 8th anniversary of the Nationwide Ceasefire Agreement (NCA), signed on October 15, 2015by the Government, Hluttaw, Tatmadaw and Ethnic Armed Organizations under the presence of witnesses form local and international community including the United Nations, China, India, Japan and Thailand.
He expressed Tatmadaw's unwavering commitment to the NCA and stressed that a meaningful celebration of the 8th anniversary will be held on October 15.
