NDSC Announcement: State of Emergency Period extended to further 6 months

The National Defence and Security Council (NDSC) of the Republic of the Union of Myanmar issued an announcement No.2/2023 signed by the Pro Tem President U Myint Swe on 31st August. It stated that the NDSC held its meeting 2/2023 on 31st July.

At the meeting, Commander-in-Chief of Defence Services Senior General Min Aung Hlaing reported on matters to speed up the country's development during the extended period of further 6 months, amendment of 5-Point Road Map and 12 objectives on 4 February 2023 to accelerate the implementation of 2 political work programs and 2 national work processes, progress in political and socio-economic life, the violent attacks of NUG, CRPH and so-called PDF terrorist groups, efforts for improving the education sector and the situation where the terrorists are doing violence acts targeting the education sector, revealing the terrorist attacks due to the information and participation of people, providing assistance for the development of MSMEs based on agriculture and livestock sector, economic bounce back and plans for GDP growth in 2023-2024 financial year, political parties registration, the needs continue to carry out for  security, peace dialogues with the NCA signatories and non-signatories of ethnic armed organizations, plans to hold further peace talks, voting frauds in 2020 General Election, collecting census that is fundamental for the correct voter list, delays due to terrorist attacks, the preparedness of natural disasters including the cyclone Mocha so also the rescue and rehabilitation tasks, necessary security measures for holding the elections in free and fair manner.

In response to the report of the Commander-in-Chief, the NDSC members made a round of discussions. Members of the National Defence and Security Council including Pro Tem President discussed that although the State Administration Council is undertaking for peace and stability of the country from all sectors, the PDF terrorists, affiliates of CRPH/NUG who want utter devastation of the State by killing the innocent people, lowering the education sector by doing terrorist violence to school children and teachers, conducting bomb attacks to public places, public roads, bridges and railroads.

There is still under the situation that the terrorist organizations undermine the nation’s peace and stability and the rule of law but also attempting to seize the state power through violent ways by influencing the people with threats Moreover, they discussed that it needs to extend the State Emergency period due to instability and terrorist attacks in the times of preparation and campaign for holding election, the census collection under ongoing process for the correct voter lists and it still needs to carry out necessary security measures to cast votes in a free and fair manner in holding the elections.

According to the discussions and decisions, the duration of the State of Emergency across the nation is extended to further 6 months starting from 1st August 2023 in accord with Section 425 of the Constitution and the statement of the Constitutional Tribunal issued on 1st February 2023 in order to carry out completely responsibilities by the Commander-in-Chief.

The meeting was attended by Pro Tem President U Myint Swe, Speaker of Pyithu Hluttaw U T Khun Myat, Commander-in-Chief of Defence Services Senior General Min Aung Hlaing, Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) Vice-Senior General Soe Win, Union Ministers, special invitees SAC Secretary, joint-Secretary and Union Minister for Legal Affairs and Attorney-General of the Union.
