





The first meeting of work committee for drafting National Land Law and being consistency of Land Management Laws was held at the Office No (15), Nay Pyi Taw in the morning on August 23rd with the attendance of Committee Chairman-1 Union Minister U Tin Htut Oo of the Ministry of Agriculture, Livestock and Irrigation and the Committee Chairman-2 Union Minister U Khin Maung Yi of the Ministry of Natural Resources and Environmental Conservation.
In his opening remark at the meeting, Work Committee Chairman-1 Union Minister U Tin Htut Oo said that drafting National Land Bill covered the existing laws relating to the land management complying to the National Land Use Policy is principal task of the work committee.
In the initial stage of drafting, the State Constitution (2008) and the facts from the land and environmental sector of the parts of Union Accord formulated by the peace conferences previously organized including 2006 National Land Use Policy are needed to be based.
It should be carried out to ensure the consistency of the laws after reviewing the very basic facts of the numbers of existing laws related to the land management, types of lands under those laws and the implementations managed by the departments and organizations in the process of drafting National Land Bill.
Similarly, the different traditions and customs of 135 national races should be covered in the national land law and those should be included in every steps of land law drafting.
Next, the Work Committee Chairman-2 Union Minister U Khin Maung Yi discussed to observe the contents of chapters and articles of land laws of the countries in the region, the tasks and time frame as per the ministries should be divided to speed up the work and explained the points and facts of land law framework of ASEAN member countries.
Afterward, the work committee secretary clarified the structure and tasks of work committee for drafting National Land Law and being consistency of Land Management Laws, summery of land governing management, decisions of National Land Use Council’ second meeting, the chapter that should be included in the national land law, draft headlines and the implementations on the land management of some ASEAN countries.
