A Seminar on Traffic Accident Victims Protection was held in Nay Pyi Taw on Saturday.

Organized by Union Attorney General’s Office and Japan International Cooperation Agency (JICA), the seminar was to understand current situation of traffic accidents in Myanmar, how traffic accidents victims are protected in developed countries, legal framework of torts and function of insurance.

Permanent Secretary, Union Attorney General’s Office, Dr. Thi Da Oo said “In our country, we have some legislated provisions relating to protection of traffic accident victims. According to the automobile law enacted in 2015, no automobiles can be used in public areas without victim compensation insurance. Some provisions state compensation for the victims and property damaged and filing lawsuit. Some victims think that they have to stop the lawsuit if they receive compensation … that’s wrong.”

According to the Myanmar Statistical Year Book 2018, the number of deaths by the traffic accidents raised to 5,250. Nowadays, Myanmar is facing such challenges as low public awareness about torts and function of insurance.

Permanent Secretary, Union Attorney General’s Office, Dr. Thi Da Oo said “In Myanmar, most of the people don’t have the habit of having automobile insurance and victim compensation insurance. Through this seminar, we have to learn the good practices used in Japan and their experiences - some of the attendees are those initiating the Myanmar’s legal framework. So, I hope to get good results and I think, it will be beneficial if we can discuss how we can protect the traffic accident victims, and how we can manage the legal framework and insurance awareness.”

The seminar also included brainstorming regarding the challenges Myanmar is facing to provide sufficient protection to the victims and to overcome these challenges and many others.
