SAC Meeting (1/2023): PM addresses the State Administration Council meeting

The State Administration Council meeting (1/2023) was held at the SAC Chairman office in Nay Pyi Taw on Monday with an address by Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing. The meeting was attended by SAC Vice Chairman Deputy Prime Minister Vice Senior General Soe Win, SAC members, UEC Chairman and members, legal advisors and officials.

In his opening address, the SAC Chairman the Prime Minister said that in line the last point of the 5-point Road Map that is “Upon accomplishing the provisions of the state of emergency, free and fair multiparty democratic elections will be held in line with the 2008 Constitution and further work will be undertaken to hand over State duties to the winning party in accordance with democratic standards”, the meeting is aimed to discuss the needs for preparation. In the previous multi-party general election 2020, there were more than 90 parties but only 88 parties participated.

Among them, only 19 parties were elected as members of Parliament. 2 of them won as the independent candidates. If reviewing this situation, it is found that there are many political parties in the country but it is weak in people representatives according to the party. In accord with the experiences of the previous multi-party democracy general election, there are many parties but few parties have the right to participate in the Hluttaw.

There are many political parties and they can only act as a group of party members. The Political Parties Registration Law has been reviewed and it is necessary to amend the things that should be modified. The Prime Minister invited all to give suggestions to approve the Political Parties Registration Law for holding the election as the future work program.

Later, Chairman of the Union Election Commission U TheinSoe reported on arrangements for amending and enacting the Political Parties Registration Law. The SAC Vice Chairman Deputy Prime Minister, the SAC members, secretary, the joint-secretary and attendees gave suggestions on the Political Parties Registration Law amending and enacting.

Upon the discussions, the Prime Minister supplemented the needs. In his conclusion, the Prime Minister said that as a multi-party democratic system is being practiced, no matter what the situation is, efforts must be made to hold a free and fair election.

All citizens need to be able to vote without vacant. Strengthening the multi-party democracy system and building a Union based on democracy and federalism have been agreed upon in principle with the EAO groups that have already made discussion.

It needs to work towards holding the elections throughout the country and enabling to vote freely without coercion and threatening to all people. That’s why, it is very important to enact the Political Parties Registration Law and after reviewing and amending the necessary things, it will be approved and issued.

The Prime Minister urged the Union Election Commission to organize the process of political parties’ registration not to violate the Constitution, opening the Union Election Commission offices fully, arrangements for correct voter lists, holding a free and free election systematically in all-inclusiveness without vacant.
