South Korean President Lee Jae Myung proposed official talks with North Korea to formally end the 1950–53 Korean War and replace the unstable armistice with a peace regime. The two nations remain technically at war because their 1950-53 conflict ended with an armistice rather than a peace treaty.

Lee made the announcement during an address in Seoul marking Liberation Day on Saturday. He also outlined the dialogue framework to negotiate effective measures to freeze or halt the advancement of North Korea's nuclear capabilities.
