Peru's interim president Jose Maria Balcazar on Tuesday appointed General Luis Enrique Arroyo as prime minister, after Denisse Miralles unexpectedly resigned Tuesday -- three weeks into her tenure -- plunging the newly formed government into crisis.

Arroyo served as defense minister under Miralles, whose departure came the day before a confidence vote by Congress, resulting in the 18 other Peruvian cabinet members appointed by President Jose Maria Balcazar also having to step down. "The transitional government has a mission to lead a phase of stability, focused on ensuring full transparency of the electoral process," Balcazar's office said in a statement.
