





Member of the State Administration Council Deputy Prime Minister Union Minister for Defense Admiral Tin Aung San in his capacity as the Chairman of the National Land Utilization Council delivered a speech at the fifth meeting of the Council held at the In-Gyin Hall of the Ministry of the Natural Resources and Environmental Conservation at 9 Am on 22nd December.
First, the Council Chairman Deputy Prime Minister Admiral Tin Aung San said that the land resource is the most fundamental and essential one for the existence of human kind and societies. Unlike with other resources, the land resource is limited and cannot be expanded.
So, the national land utilization policy which requires for the sustainable Administration and utilization of land resources of the country by setting up the objectives for the socio-economic development of the people and sustainable development of the country, was drafted with the cooperation of the public and promulgated in January, 2016.
In Agenda 2030 adopted by the UN Assembly held in September, 2015, 17 Sustainable Development Goals- SDGs are included and it appears that the most of the SDGs are related with the land management. In the country, the emergence of systematic and good land management systems is greatly needed to meet the SDGs of Agenda 20230 and sustainable development.
To be able to draft and enact the National Land Law which contributes the interest of the people and covers the existing laws related to the land is the primarily prioritized responsibility for socio-economic development of entire people, food security, concrete right of land use, conservation of natural environment and cultural heritages and the development of land utilizations which are maximized economically and minimized environmental damage.
The time frame for the drafting of bill is scheduled for 15 months from August, 2023 to October, 2024. During 9 months from August, 2023 to April, 2024 is the period of initial bill drafting, during 3 months from May to July, 2024, presenting of drafted bill to the stakeholders and revising the initial drafted bill after taking suggestions, during the final 3 months from August to October, 2024, the revised bill is to be submitted to the National Land Utilization Council through the Work Committee on Drafting the National Land Law and Harmonization of Related Laws.
The Council members are urged to put exerted effort to be able to implement the tasks to be completed within the time frame as the drafting a bill is a wider and deeper work processes.Next, the Vice Chairman of National Land Utilization Council Union Minister Lt-Gen. Yar Pyae, Council secretary Union Minister U Khin Maung Yi, Union Minister U Min Naung, Deputy Minister MaJ-Gen Toe Yi clarified the related matters.
Afterward, the work implementations of Agricultural Development Strategy Implementation and Coordination work committee, Myanmar national mapping system (One Map Myanmar) implementation working committee and the Land Utilization Technical Advisory Board were clarified by the responsible officials.
Then, the National Land Utilization Council members Union Ministers, Chairman of Nay Pyi Taw Council, Regions, States Chief Ministers and officials concerned reported the status of work implementation relating to the land utilization and the attendees gave necessary suggestions.
After giving a speech of conclusion by the Chairman of National Land Utilization Council, SAC member, Deputy Prime Minister Union Minister Admiral Tin Aung San, the meeting was concluded.
