Mexico proposed the creation of a regional fund to address the consequences of climate change, during a meeting of environment ministers from Latin America and the Caribbean ahead of COP30 in Brazil.

During the meeting, Alicia Barcena, secretary of the Environment and Natural Resources stated “This region is truly committed to achieving the operationalization of the Loss and Damage Fund and, hopefully, to strengthening existing regional mechanisms, such as the Adaptation Fund and those addressing natural disaster response."

She added “Declaration explicitly recognizes the crucial role played by local communities, Indigenous peoples, and Afro-descendants, as they are the guardians of ecosystems and truly central actors in climate action."
