







At the invitation of the President of the Russian Federation, H.E. Vladimir Vladimirovich Putin, the Chairman of the State Administration Council, Prime Minister Senior General Min Aung Hlaing, who is on an official goodwill visit to the Russian Federation, held a separate meeting with H.E. Vladimir Vladimirovich Putin at the Kremlin Palace in Moscow in the evening, local time on March 4.
First, the President of the Russian Federation warmly welcomed and greeted the Chairman of the State Administration Council and the Prime Minister, followed by a separate meeting. Attending the meeting with the Chairman of the State Administration Council Prime Minister were the Joint Secretary of the Council, General Ye Win Oo, Council Member General Nyo Saw, Union Ministers U Than Swe, Admiral Moe Aung, and Myanmar Ambassador to the Russian Federation, U Thit Lin Ohn.
The President of the Russian Federation was accompanied by the Minister of Foreign Affairs, the Assistant to the President for Foreign Policy, the Minister of Industry and Trade, and other senior government officials. During the meeting, the President of the Russian Federation, H.E. Vladimir Vladimirovich Putin, expressed his delight at meeting again for the second time and stated that the Prime Minister's visit would greatly benefit the friendship and cooperation between the two countries.
He noted that several agreements would be signed during this visit to enhance bilateral cooperation. He also mentioned that trade between the two countries has grown significantly compared to the past and that the two nations continue to collaborate on the international stage.
He reiterated his joy at meeting in Moscow. In response, the Chairman of the State Administration Council Prime Minister expressed his deep pleasure at meeting again at the iconic Kremlin Palace. He recalled their previous meeting at the 7th Eastern Economic Forum and emphasized that Russia is a long-standing and trusted friend of Myanmar.
Despite the geographical distance, the two countries have shared a close friendship throughout history. He highlighted that diplomatic relations between the two countries have now reached 77 years and expressed his belief that this meeting would bring significant benefits to both countries. He also conveyed his gratitude for the opportunity to meet.
Following this, discussions were held on enhancing friendship and cooperation between the two countries, including collaboration in investment, education, defense, health, and various other sectors. The discussions were conducted in an open and friendly manner.
The SAC Chairman and the President of the Russian Federation attended the bilateral meeting. At the meeting, ministers from both countries discussed the education and health sector, science and technology sector, manufacturing and trade sector, economic sector and prospects of cooperation in other sectors.
The Senior General and the Russian Federation President had necessary discussions. Next, the agreements and memoranda of understanding were exchanged between the two governments. In the presence of the Senior General and the Russian Federation President, the Myanmar Ambassador to the Russian Federation and the relevant Union ministers and relevant ministers and officials from the Russian Federation signed the agreements and exchanged notes.
These agreements and MoU were the agreement on education qualification identification and bilateral recognition of degrees between the two countries, memoranda of understanding on taxation, MoU on health issues, memoranda of cooperation in culture and sports sectors, MoU on cooperation in nuclear and radiation safety rules for peacefully using atomic energy, MoU on cooperation in geological exploration business and technology, MoU on cooperation in space exploration and usage arena with peaceful purpose, and a joint declaration on successful coordination over the draft agreement on investment promotion and protection between the two countries.
