Latin American and Caribbean countries are moving forward with selective climate and disaster risk agreements despite shifting political landscapes and fragmented negotiating blocs.

At the 30th Ibero-American Summit in Madrid, 22 participating nations approved the creation of the Ibero-American Network for Disaster Risk Reduction and Civil Protection, which includes a Multi-Hazard Early Warning System and a Regional Cooperation Mechanism for Emergency Response.

Unlike Africa's unified voting block, Latin America continues to negotiate through multiple divided groups, complicating a single regional voice.
