North Korea said its leader Kim Jong Un has visited a northwestern province that was devastated by heavy rain in late July. The ruling Workers' Party newspaper, Rodong Sinmun, reported on Kim's visit to North Phyongan Province on Saturday. Kim delivered a speech at a ceremony to mark the completion of housing for flood victims.

In his speech, Kim reportedly apologized that it took until this cold year-end to complete the residences. He also called for self-reflection and promised to continue to work on the recovery of disaster-hit areas. He added that he will improve the government's disaster response.
